J. Blake Locklar is a United States Air Force Captain and fighter aviation test professional at Eglin Air Force Base, Florida. He currently leads test operations for F-16 and F-15 activities. Blake additionally serves the Department of the Air Force Scientific Advisory Board Executive Officer for the Secretary of the Air Force’s classified War Winning Weapons futures study.
Outside of his active-duty service, Blake sits on the State of Florida Advisory Committee for the US Global Leadership Coalition and was named a Utah 20 in their 20s by Utah Business in 2020.
He has further experience as a former Program Manager for a Major Defense Acquisition Program, a private equity term associate, and a previous foreign policy research and analysis intern with the Hudson Institute’s Center for Political and Military Analysis.
Blake graduated from Auburn University with a Bachelor of Science, and Brenau University with a Master of Business Administration. He has additional certificates from the United States Naval War College, the University of Tennessee-Knoxville, and Georgetown University.
He is happily married to his wife of 9 years, sharing their life with their two sons and daughter.
