Daniel Rosenthal

Daniel J. (“DJ”) Rosenthal is an accomplished professional with a diverse and extensive background in law, national security, and academia. Currently serving as the Executive Director at ProShares in Bethesda, MD, he plays a crucial role as a strategic advisor to the founder, CEO, and Chairman of the Board.

Rosenthal’s career spans various impactful roles. His expertise in national security stems from his time in government, where he served as a Senior Associate Counsel with the Office of the Director of National Intelligence and as Senior Counsel in the National Security Division at the United States Department of Justice. Rosenthal also served as Director for Counterterrorism at the National Security Council in The White House during the administration of President Barack Obama, where he advised senior administration officials on counterterrorism matters and managed key national security priorities. Rosenthal also clerked for Judge Richardo Urbina with the United States District Court for the District of Columbia, where he handled a variety of constitutional and other federal matters, including early constitutional challenges by detainees at the detention facility at Guantanamo Bay, Cuba.

In the corporate sector, Rosenthal founded and served as the Co-Chair of CFIUS Advisory at Kroll in Washington, D.C., where he advised private companies with respect to the potential national security risks posed by inbound investments. He also led a variety of matters relating to corporate risk, national security investigations, and privacy and cybersecurity. He previously served as a lawyer with Wilmer Cutler Pickering Hale and Dorr, L.L.P.

In the academic realm, Rosenthal has served as an Adjunct Professor at the University of Maryland Honors College since 2013, where he teaches an Honors seminar on National Security Dilemmas. He previously served as an Associate Professorial Lecturer in Law at The George Washington University Law School. He received his Juris Doctor from The George Washington University Law School and a Bachelor of Arts with Honors from the University of Maryland Honors College.

Rosenthal is also a prolific author on a variety of national security matters, including counterterrorism, global diplomacy, and encryption. His pieces have appeared in publications such as The Hill, CNN, The New York Times, Politico, The Atlantic, and others. He is a member of the bars in Maryland, the District of Columbia, and the United States District Court for the District of Columbia.
