Stewart Baker is a partner in the Washington office of Steptoe & Johnson LLP. He returned to the firm following three and a half years at the Department of Homeland Security as its first Assistant Secretary for Policy.  At Homeland Security, Mr. Baker created and staffed the 250-person DHS Policy Directorate.  He was responsible for policy analysis across the Department, as well as for the Department’s international affairs, strategic planning, and relationships with law enforcement and public advisory committees.  This work required a broad understanding of all aspects of the Department’s activities, including maritime regulation, customs enforcement, immigration, identity management, SAFETY Act implementation, money laundering enforcement, government contracts, and regulation of travel and air transportation, and its role in the Committee on Foreign Investment in the United States (CFIUS).

 

Andy Keiser is currently a Principal at Navigators Global where he leads several clients on defense, international, cybersecurity, biodefense, technology, and telecommunications security issues.  Mr. Keiser served for 14 years on Capitol Hill for former House Intelligence Committee Chairman Mike Rogers – as Senior Advisor to the Committee, Chief of Staff, and Legislative Director handling all national security policy issues.  As Deputy National Security Senior Advisor to the Trump transition team, Mr. Keiser prepared and advised the transition’s policy, personnel, and agency action teams on all aspects of the national security portfolio. During his time in Congress, Mr. Keiser also helped shepherd six Intelligence Authorization Acts into law providing funds and authorities for all 17 U.S. intelligence agencies, and Chairman Rogers’ cyber threat sharing legislation.  Mr. Keiser was also the head writer for a nationally syndicated radio program and assisted in the production of the CNN series “Declassified.”

 

Diane Rinaldo is one of the country’s leading authorities on 5G, telecommunications supply chain security, privacy, and Internet governance.  Prior to joining Beacon Global Strategies, Ms. Rinaldo served as Acting Administrator of the National Telecommunications and Information Administration and Acting Assistant Secretary of Commerce for Communications and Information.  Prior to her Executive Branch service, Ms. Rinaldo served on the House Permanent Select Committee on Intelligence, where she focused on Congress’ landmark cybersecurity legislation, the Cybersecurity Act of 2015.  She also served as Congress’ oversight and budget monitor for the National Security Agency and the defense network systems, and as Deputy Chief of Staff to Congressman Mike Rogers as his top technology policy staffer.  Ms. Rinaldo also spent time in the private sector as the Director of Government Affairs and cyber policy for SAP, and as a Vice President at a top consulting firm in Washington, D.C.  Recognized for her work on cybersecurity, Diane was awarded the Executive Women’s Forum’s 2016 Influencer of the Year award; was named one of the top ten people in Washington, D.C. impacting cyber legislation; and has consulted on movies and television.

 

Jamil Jaffer is the Founder and Executive Director of the National Security Institute, and an Assistant Professor of Law and Director of the National Security Law & Policy Program at the Antonin Scalia Law School at George Mason University.  Jamil is also Senior Vice President for Strategy, Partnerships & Corporate Development at IronNet Cybersecurity, a technology products startup founded by Gen (ret.) Keith B. Alexander, the former Director of the National Security Agency and Founding Commander of U.S. Cyber Command.  In addition, Jamil is an advisor to Beacon Global Strategies, a strategic advisory firm; 4iQ, a deep and dark web intelligence startup; Duco, a technology platform startup that connects corporations with geopolitical and international business experts; and Amber, a digital authentication and verification startup.  Prior to his current positions, Jamil served on Capitol Hill in a variety of roles, including on the leadership team of the Senate Foreign Relations Committee and as a senior staff member of the House Intelligence Committee.  Jamil also previously served in the Bush Administration in a number of positions, including on the leadership team of the Justice Department’s National Security Division and in the White House as an Associate Counsel to President George W. Bush.
