Vincent Vitkowsky

Vince Vitkowsky consults on International and National Security Law and Policy, as well as AI, cyber risks, terrorism, civil disorder, and related insurance issues.  Previously, he spent 45 years in private legal practice, predominantly with AmLaw 100/200 firms and their spin-offs.

Vince Chaired the Executive Committee of the Federalist Society’s International and National Security Law and Policy Practice Group for more than a decade, and remains active in its work as Chair Emeritus.  He is a past Adjunct Fellow at the Center for Law and Counterterrorism of the Foundation for the Defense of Democracies.  He also served on the Executive Committee of the American Branch of the International Law Association.

Vince has written and spoken extensively for industry, legal, public policy, and academic publications and organizations.  Subjects include the development of customary international law, the role of international law under the U.S. Constitution, the use of force in counterterrorism, the legal architecture for counterterrorism, and the application of international law in cyberspace, cyberwar, and state-sponsored cyber operations.  He is also the co-author of the NSI Law and Policy Paper on Responding to China at the United Nations.

Vince also advises on cyber and AI matters such as network attacks, cybercrime, cryptocurrency theft, war and state-sponsored cyber operation exclusions, widespread and systemic risks, cyberwar, and cyber terrorism.
