Teresa Carlson is the Founding President of General Catalyst Institute, where she leverages decades of leadership as a visionary technology executive to help shape effective global public policy. In this role, she partners with governments worldwide to drive positive change in the adoption and governance of emerging technologies, focusing on accelerating national resilience across applied AI, defense, national security, energy, health, manufacturing, finance, and other critical sectors.
Teresa serves on the operating committee of General Catalyst and is a veteran executive of blue-chip technology companies. At Amazon, she founded and led AWS’s Worldwide Public Sector and Industries, growing it into a multibillion-dollar business. She later held global executive roles at Splunk and Flexport, where she served as President and Chief Growth Officer. Earlier in her career, she led Microsoft’s U.S. Federal Business and returned to the company as a Corporate Vice President and Executive in Residence.
She currently serves on the Board of Directors for Commure and the public board of PagerDuty, and is a Board Observer for Re: Build, Re: Car, Cobot, and Mark43. Teresa is also deeply committed to public service and philanthropy, serving as Vice Chair of the White House Historical Association, Executive Committee Member of The Atlantic Council, and Board Trustee at Meridian International.
