Bishop Garrison, NSI Visiting Fellow and Director of National Security Outreach, Human Rights First
Bishop Garrison currently serves as the Director of National Security Outreach at Human Rights First. He is also co-Founder and President of the Joseph Rainey Center for Public Policy, a small Washington, DC think tank. He served in multiple national security positions in the Obama Administration to include Advisor to the Science and Technology Directorate (S&T) at the Department of Homeland Security (DHS). Following his time in the Administration, he served as the Deputy Foreign Policy Adviser on the Presidential campaign of Secretary Hillary Rodham Clinton. Bishop is a graduate of United States Military Academy at West Point and an Operation Iraqi Freedom Army veteran.
Jodi Herman, former Staff Director, Senate Foreign Relations Committee
Jodi Herman currently serves as the Vice President for Government Relations and Public Affairs at the National Endowment for Democracy. She previously served as the Democratic Staff Director for the Senate Foreign Relations Committee for Ranking Member Senator Ben Cardin (D-MD). Prior to that, she served as the Chief Counsel and Deputy Staff Director for the same committee. She also worked for Senator Robert Menendez (D-NJ) when he served in the U.S. House of Representatives from 1993 to 2000, and joined his Senate office in 2010. Early in her career, Jodi served in the Clinton Administration as a Special Advisor to the U.S. Ambassador at the Organization of American States.
Jamil N. Jaffer, NSI Founder and Executive Director and former Chief Counsel and Senior Advisor to the Senate Foreign Relations Committee
Jamil Jaffer currently serves as the Founder and Executive Director of the National Security Institute. During his career, Jamil has served in all three branches of government including as a clerk for U.S. Supreme Court Justice Neil M. Gorsuch, as an Associate Counsel to the President in the George W. Bush Administration, and in a variety of roles on Capitol Hill. Outside of his work at NSI, Jamil serves as the Senior Vice President for Strategy, Partnerships & Corporate Development at IronNet Cybersecurity.
Lester Munson, NSI Senior Fellow and former Staff Director, Senate Foreign Relations Committee
Lester Munson is a principal in the international practice at BGR Group, a leading government relations firm in Washington, D.C., where he consults with foreign governments, corporations, and advocacy groups. Before joining the private sector, he was most recently staff director of the Senate Foreign Relations Committee. Lester also served as chief of staff to U.S. Senator and Representative Mark Kirk (R-IL). During the George W. Bush administration, Lester served as deputy assistant administrator at the U.S. Agency for International Development, where he focused on legislative affairs as well as global health issues. He also serves as a co-chair of the executive committee of the Modernizing Foreign Assistance Network.
