Daniel E. White recently served as the Deputy Assistant Secretary of Homeland Security for Strategic Integration and Policy Planning in the Biden-Harris Administration. In this role, he provided the department with an integrated, DHS-wide capability for strategy development, including the DHS 2023-2027 Strategic Plan and the Northern Border Framework.
A four-year veteran of the Biden-Harris Administration, Daniel first served as the special assistant to the Assistant Secretary of Defense for Strategy, Plans, and Capabilities, where he coordinated the Department of Defense’s strategic reviews. Later, he served as the chief of staff to the Assistant Secretary of the Army for Manpower and Reserve Affairs, championing human capital initiatives for the largest military department. Before joining DHS, he was the deputy chief of staff to the 25th Secretary of the Army.
Daniel began his public service career as a field artillery officer in the U.S. Army, with tours in East Asia and the Middle East. His military career culminated with an assignment to the immediate staff of the 52nd Field Artillery Commandant. After leaving the Army as a captain, he worked with the German Marshall Fund’s security and defense team, the corporate strategy team at Lockheed Martin, and the J5 Strategy, Policy, and Plans Directorate at U.S. Southern Command. Daniel started his civilian career at the Pentagon in the programming and resources division and later established the space division in the Office of the Deputy Under Secretary of the Air Force for International Affairs.
A native of New York’s Hudson Valley, Daniel is a graduate of the U.S. Military Academy at West Point and earned an MPA from the School of International and Public Affairs at Columbia University. He is a term member of the Council on Foreign Relations.
