David Cook

David N. Cook is a national security strategist with more than 14 years of experience spanning special operations, Congress, and the private sector. He currently serves as National Security Advisor to Congressman Darrell Issa.

Previously, David was Director of National Security at ShadowDragon, driving technology adoption in government markets, and Executive Director of the Special Operations Association of America, where he championed advocacy for the special operations community. David has also consulted for Guidehouse, co-authoring key strategy documents focused on Open-Source Intelligence (OSINT) and publicly available information (PAI) across the Intelligence Community and Department of War.

A former U.S. Army Special Operations non-commissioned officer, David held leadership roles at home and overseas, designing and executing influence operations, humanitarian initiatives, and digital security programs. He brings expertise in open-source intelligence, AI/ML applications, and information operations, with an extensive network across DoD, SOCOM, State, the Intelligence Community, and Congress.

He holds a B.A. and M.A. in Strategic Studies from Norwich University and is pursuing an MBA at Johns Hopkins Carey Business School.
