Most recently, Elliott was the Assistant National Cyber Director for Legislative Affairs at the White House, where he was the principal advisor to the National Cyber Director on all matters related to strategy and engagements before the Legislative Branch.
Before joining ONCD in July 2022, Elliott served as a Senior Advisor to Representative C.A. Dutch Ruppersberger (MD-02). In this position he advised the Congressman on all policy related to national security, cybersecurity, technology, telecommunications, and the Intelligence Community. Additionally, Elliott served as the principal advisor to the Congressman in his role as a Member of the House Appropriations Committee – Defense and Homeland Security Subcommittees – and in the Congressman’s role as the Chairman of the U.S. Naval Academy Board of Visitors. Before Senior Advisor, Elliott served a number of roles in the Congressman’s office from 2012.
Elliott holds a bachelor’s degree from Towson University and a master’s degree from Georgetown University’s McCourt School of Public Policy. He is married with two children and lives in the Washington metropolitan area.
