Jake Noonan

Jake Noonan currently serves as a Vice President at Citigroup where he manages Business Cyber Response for North America, Latin America, and Mexico, overseeing the organization’s business centric response to major cyber events. He also leads Citi’s Horizon Scanning Group, a team focusing on cyber forecasting and identifying the potential risks and opportunities associated with emerging technology. Jake previously served as an Assistant Vice President in Citi’s Cyber Security Fusion Center on the Client Engagement team, where he worked as a liaison between the Fusion Center and stakeholders.

Before his time in the Financial Sector, Jake was an Emergency Manager at the Port Authority of New York and New Jersey within its Office of Intelligence and Strategic Preparedness. As Assistant Administrator, he headed the Port’s efforts to improve the regions security posture, coordinate information sharing and proactively manage risks. His responsibilities included overseeing the 24/7 emergency operations center, analyzing, and reducing threats and vulnerabilities, disseminating threat warning information and supporting incident-response activities with government and critical industry partners. He also serves as an Officer in the United States Navy Reserve.

Jake holds a bachelor’s degree in political science and middle eastern studies from Rutgers University and a Master of Science in Homeland Security from San Diego State University. Following graduate school, he studied theology as a fellow at the Rabinowitz Institute in Jerusalem, Israel.
