Born in Soviet Ukraine, Ms. Lipsman brings a global perspective shaped by both her personal background and professional service. Her career spans the private and public sectors, including work with leading defense contractors and U.S. government agencies on mission-critical programs involving military deterrence, cybersecurity, and strategic threat assessments.

In 2022, she ran for U.S. Congress in Virginia’s 8th Congressional District. Her candidacy underscored a lifelong commitment to public service, American leadership, and democratic values.

Ms. Lipsman holds a Bachelor’s in Economics and a Master’s in Engineering from Johns Hopkins University. She continues to be an active voice in the national security policy community, with particular interest in safeguarding U.S. interests abroad, advancing technological readiness, and mentoring future leaders in the field.
