Maggie Martin is a Vice President and Senior Associate General Counsel in Capital One’s Legal Department, where she leads legal teams advising on payments, privacy, financial integrity, and international engagement. Maggie joined Capital One in 2018 from the Office of General Counsel at the Central Intelligence Agency, where she was responsible for modernizing the legal framework governing the Agency’s collection, retention, and handling of foreign intelligence information. During her time at the CIA, she also served as the Chief Counsel to the Directorate of Science and Technology, in senior management roles at both the CIA and the Office of the Director of National Intelligence, and as a member of the CIA Director’s personal staff. Prior to joining the CIA, Maggie was an associate at Ropes & Gray LLP, specializing in government relations and regulatory compliance. Maggie served as an intelligence officer in the U.S. Navy before attending law school. She received her JD from Georgetown University Law Center and her undergraduate degree from Harvard University, where she was a scholarship recipient in the Naval Reserve Officer Training Corps.
