Marie O’Neill Sciarrone

Marie O’Neill “Neill” Sciarrone is an executive leader and successful entrepreneur with more than 20 years of public and private sector technology, defense, and national security experience. She is currently CEO and President of Tribal Tech and its subsidiary, Cowan & Associates. Tribal Tech is a Native American, SBA 8(m), Woman-Owned Small Business (WOSB) that provides management and technical services to federal, state, tribal, and corporate clients. Tribal Tech is named on the Inc. 5000 Fastest Growing Private Companies Hall of Fame.

Ms. Sciarrone is the Co-Founder and former President of Trinity Cyber, Inc., where she successfully raised $6M in seed and $23M in Series A funding from a conglomerate of strategic, institutional, and private investors. As President, Ms. Sciarrone managed all aspects of the business, including operations, finance, accounting, investor relations, business development, human resources, and legal and compliance.

Previously, Ms. Sciarrone served as a senior executive at BAE Systems Inc., where she developed and evaluated growth strategies in emerging technologies for the U.S. corporate business and led corporate strategy development and mergers and acquisitions (M&A) for their $4 billion intelligence and security business. She served in other senior roles for the company, including directing Strategy and Planning for the Intelligence and Security sector, leading the cyber and information sharing profit and loss (P&L) for a mid-sized technology firm acquired by BAE, and serving as a business development executive.

Prior to her private sector career, Ms. Sciarrone was appointed by President George W. Bush to serve as Special Assistant to the President for Homeland Security and Senior Director for Cybersecurity and Information Sharing Policy. In this capacity, she led the development and implementation of the Bush Administration’s national cybersecurity, information sharing, and critical infrastructure programs and policies for homeland and national security issues. Ms. Sciarrone was the principal author and coordinator of the U.S. government’s cybersecurity and information sharing strategies and directives, including the National Strategy for Information Sharing, the National Strategy to Secure Cyberspace, and the National Infrastructure Protection Plan. Ms. Sciarrone also chaired two White House Policy Coordination Committees and guided the implementation of federal cybersecurity initiatives across defense, intelligence, and civilian agencies. She also held key roles for the White House Homeland Security Council, The Department of Homeland Security, and the Department of Commerce.

Before joining the Federal Government, Ms. Sciarrone served as a Senior Account Executive for Edelman Public Relations Worldwide and Stevens Reed Curcio and Company, a media consulting firm.

Ms. Sciarrone currently serves on the boards of S2MARTS, the Silverado Strategic Council, and the Center for Security in Politics at UC Berkeley. She was previously a member of the AFCEA Intelligence Committee and the INSA Homeland Security Intelligence Council, as well as a working group member and subject matter expert to the Center for a New American Security’s (CNAS) Creative Disruption: Technology, Strategy, and the Future of the Global Defense Industry study. She has been recognized as an inaugural Presidential Leadership Scholar and was named one of the “Top 10 Women Power Players in Cybersecurity” by Secure Computing (SC) Magazine in 2015.
