Mike Flynn


Mike Flynn is Senior Director and Counsel for Government Affairs at the Information Technology Industry Council (ITI). In this capacity, he leads ITI’s advocacy efforts on cybersecurity issues and the national security implications of technology and telecommunications.

Before joining ITI, Mike served as Senior Counsel to the U.S. Senate Homeland Security and Government Affairs Committee, Chaired by Senator Ron Johnson. In this role, Mike handled a number of cybersecurity issues such as vulnerability disclosure policy, operational collaboration, secure information technology and communications supply chains, and federal data breach investigations.

Prior to his time in the Senate, Mike served in the U.S. House of Representatives on the Committee on Oversight and Government Reform, and the Committee on Homeland Security. While in the House Mike worked on a range of technology issues from federal IT modernization and security, to encryption. Mike was also the lead cybersecurity oversight attorney that investigated the data breaches at the Office of Personnel Management in 2014, while working on the IT Subcommittee chaired by Congressman Will Hurd.

In addition to his committee work, Mike was co-founder and Republican co-chair of the Congressional Tech Staffers Association whose mission is to foster direct connections between technologists and policy makers. Mike received his B.A. in History and Humanities from Villanova University, and his J.D. from The Catholic University, Columbus School of Law. He lives in Arlington, Virginia with his wife and daughter.
