Modern Threats, Legacy Systems: Fixing FMS and FMF for Cybersecurity

The National Security Institute (NSI) at George Mason University’s Antonin Scalia Law School, in partnership with the Strategic Cybersecurity Coalition, convened a private congressional roundtable focused on the challenges of using Foreign Military Sales (FMS) and Foreign Military Financing (FMF) to deliver cybersecurity capabilities to U.S. allies and partners.

Designed as a discussion-based roundtable rather than a panel or briefing, the session brought together congressional staff, executive branch practitioners, and select allied representatives for a candid conversation about where existing FMS/FMF processes worked well, where they fell short for cyber and software, and how those gaps affected allied readiness, interoperability, and U.S. security interests. The discussion focused on practical implementation challenges and high-level policy considerations, without advocating for or presenting specific legislative language.
