Teresa Shea is a senior executive and board director with deep expertise across national security, advanced technology, and corporate governance. She is President of Oplnet, LLC, where she advises organizations on complex security, cyber, and strategic risk challenges. Teresa serves on the boards of Huntington National Bank, Serco North America, Altana, Sandbox AQ, and several mission-driven nonprofits, including the Cyber Guild, the National Cryptologic Foundation, and the Intelligence and National Security Foundation. She also serves on the Georgia Institute of Technology Advisory Board.

Teresa spent 32 years at the National Security Agency, culminating as Director of Signals Intelligence, where she led the agency’s core intelligence mission. Following government service, she served as Executive Vice President of Technology at In-Q-Tel, directing strategic investments to address critical Intelligence Community needs. She later led Raytheon Technologies’ cyber offensive and defensive business, overseeing advanced cyber capabilities and operational infrastructure.
