William J. “Jim” Haynes most recently served as CSRA’s Executive Vice President, General Counsel, and Secretary.
Twice a partner at the national law firm of Jenner & Block, Jim has also held senior legal positions in biotechnology, energy, and national security. Prior to CSRA, Jim served four years as Executive Vice President and General Counsel of SIGA Technologies, a New York City based biotechnology company. Prior to that, Jim served four years as Chief Corporate Counsel at Chevron Corporation, a global energy company. In the 1990s, Jim served three years as a Vice President and Associate General Counsel of General Dynamics Corporation, a major diversified defense contractor.
Jim has held two Senate-confirmed, presidentially-appointed offices: first as General Counsel of the Department of the Army (1990-1993), and later as General Counsel of the Department of Defense and Director of the Defense Legal Services Agency (2001-2008).
A graduate of Davidson College and Harvard Law School, Jim also has an honorary doctor of laws from Stetson University Law School and numerous awards for public and private service. Jim is a Trustee of the Supreme Court Historical Society and a Trustee of the Greater New York Councils of the Boy Scouts of America.
Outside of work, Jim enjoys biking, jogging, reading, and staying in touch with his grown children.
